IMHO, functional reviews have equivalent weight than technical ones.
Indeed, they have to pass the barrier of GitHub interface, runbot and so on to do their job, but we need as techs to admit that they have knowledge of 'what' is going to happen. We have the responsibility of the 'how'.
In OCA sprints, we have introduced for a couple of years functional conference rooms. We just need to 'attract' people to come and participate.
So, contribution is open to everyone. We just need to share!
